Clearly they are popular with locals, but with pointing it was easy for an English-speaker to do fine, as they did have English on the menus. According to an article I read in the NYT last summer, apparently the founder of the chain modeled the idea on McDonalds -- that said, service and such is much better than one finds at McD's.

My wife and I went to Pho 24 in HCMC two or three times when were there in late Oct-early Nov. Very nice, clean broth, not greasy at all. Many types of beef options to choose from as other posters have mentioned. It is indeed a number of steps up from a McD concept.
