Depends who books it. In my experience, airlines won't allow codeshares on purely domestic flights that don't connect with an international flight booked with the same code, aside from permitting an AS code for an AA flight and vice-versa, presumably because both AA and AS have rights to sell domestic flights. Travel agents have booked such for me, and as far as I know no airline has penalized them for doing so.
