Given that a lap kid isn't permitted in an exit row, is there an extra oxygen mask there? If not, this would be a safety hazard throughout the flight; decompression can happen at any time during flight, not just during takeoffs and landings (when the oxygen mask wouldn't matter anyway since the aircraft would be at a low altitude).
