I might be misunderstanding you but getting an ARC (居留) would not qualify you to be added to another person's household registration. Only the "permanent residency" (定居) registration will allow you to be added to someone's else household registration.
It's the reverse. I first need to be added to Mrs. Majuki's household registration. I can then apply for a resident visa and collect an ARC after entering Taiwan on the resident visa.
