Seeing the same issue. Tried to change a ticket, tried three different credit cards; all error out with "There's an issue with your credit or debit card." Preauth charges are showing up on my credit card portals, so definitely on United's end. Waiting on the phone now to have a phone agent change it for me.
Update - called United, and the Premier desk told me they can't even do it themselves, that the credit card system is down for everyone. Not a fun few days for United IT/SRE...
