Second, anyone who pays with a credit card can get their money back if they haven't received the item purchased. Read the return link I provided for the poster at the top of my reply. I presumed initially that this was the problem but sensed that there was more than just a simple... I bought it and the company isn't letting me get my money back on a return (which isn't exactly an MS topic).
Finally, I might be wrong. If I am, no big deal. He can clear up the matter himself.
