I emailed Delta about this and they said the following:
Regarding earning miles with Delta partners, you can earn miles even if you were offlined onto a different carrier. However, you would need to upload your original purchased trip receipt from our partner airline and the boarding passes of the airline you were changed to, for proof of travel. These can be uploaded on
delta.com on the Skymiles help page, please select "request mileage credit" near the middle of the page.

Does this mean I can indeed get ORC in my situation?
