Yes. The list of Delta partner airlines, and how you earn miles when flying them, has been updated to reflect the earnings rate that will take effect in 2024.
It is structurally similar to today - you earn MQD as a certain percent of the distance flown, with the fare bucket determining what that percent is. Surprise surprise, the earnings rates of a certain number of fare buckets have decreased.
