It's a matter of how & where the site is hosted, and how it was setup, not what the website address is, per se.
I have a .cn website hosted and setup in the USA, and it works just fine.
If you need to access a .cn website from outside China that's being 'stubborn', try a VPN with a Chinese IP address, or use your phone's data (if it's a Chinese phone).
