The MH rules are as following:
To use the satellite terminal lounge as an arrival lounge you must arrive on an MH marketed and operated BusinessSuite or Business ticket or be an MH Plat or gold (OWE/OWS does not count). F ticket or Plat gets you in the plat side, else you go into the gold side. There were reports of OWE being allowed into the Plat side with an arriving in J on MH marketed and operating flight, which seems discretionary rather than procedural.
To use the satellite terminal lounge you must have an outgoing international ticket - this doesn’t have to depart the satellite terminal but it must be international - SIN/BWN qualifies but not domestic including east Malaysia like BKI (which would put you behind immigration as travel to Sabah requires passport). Standard OW rules apply otherwise. If you have a domestic ticket you can go to the main terminal lounge but not the satellite terminal one.
It has always been like this covid or not. You can cite any OW rules you want but this is what their employees in KUL are told and held to, so they won’t budge unless someone from corporate tells them otherwise
