Looking at
https://safetravel.ica.gov.sg/health/vtsg , it seems pretty straightforward for travellers entering Singapore for the first time. A few extra steps required if you need to extend the vaccinated status beyond a single entry.
I'd guess that the Safe Travel Office is a good place to start if you need to make any further queries?
