Codagenix (in development) = Live attenuated
My best guess is:
for the purposes of this announcement, China looks at their vaccines as INACTIVATED, and all others as LIVE ATTENUATED, despite that being incorrect?

It's just an error in the English translation, the Chinese text talks about inactivated vs. non-inactivated.
