as posted earlier, not happening soon. Probably will be lucky if even one is open by the end of the year (as UA is willing to put a timeframe on the International UCs but not PLs).
Can't emphasize enough that when a corporate team is putting this many qualifiers on something, it just flat out isn't happening. They're currently working on the planning process for the potential re-mobilization of PLs, pending some undefined international traffic metric. My bet is the first PL anyone sees open is 6/30/22.
