Yes, the two Hamptons (Dyce and Westhill) have for some months been open exclusively for offshore workers before flying offshore.

The Hilton TECA has also been housing some kind of transient or displaced population (not sure of the details), but is also still open to the public, but with virtually nothing open (lounge, pool, spa all closed). Restaurant is open for breakfast and evening meals from 6-9pm only.
