Slots at HKIA should be fine. These slots are allowed to transfer to another airline under the same parent group.
In terms of traffic rights, I don't think the Hong Kong Civil Aviation Department could be a barrier, considering HKSAR now holding shares of CX. The issues are about the Mainland Authority. A few months ago Reuters reported that CX faced difficulties when they negotiated to with Mainland Authority for transferring traffic rights from KA to CX. Now I don't think there has been no progress made since May.
