Your guess is as good as anyones as to when flights to LAS are resumed but I would be very surprised if they were flying transborder mid-June. No-one (except the small fraction of passengers that paid for a fully refundable fare) are getting refunds for flights that WestJet cancelled. Travel credits only. It's wrong, and they know it's wrong but they are doing it to conserve cash.
