Sixt will status match. However, there are two "tiers" of Sixt Plat. EE wil match into Sixt Plat, but upgrades are not guaranteed (technically per T&C), but YMMV. If you earn Sixt Plat status, then you will qualify for free upgrades.

I can't answer 2/3. Personally, I have never seen Teslas in the fleet at SJC.

I don't think US Sixt has Merc CLS. They used to categorize PCAR, LCAR, XCAR from lower tier to higher tier. LCAR used to be 3-series, S60, and and the CTS. I am not sure if the MKZ/CLA is now in a class on its own. XCAR would be 5-series, S90, XTS, and E-class.

SIXT does have regional geographical restrictions. CA rentals can't travel outside CA, NV, AZ, UT, OR, and WA. Autoslash has more information.
