it does seem much more as the own hotel “policy”. Very arguable ....

I would have at least cancelled my reservation and done it newly at basic room, then claiming a free upgrade at executive room (as their “policy”)

it is surely not the only one hotel doing that, but I find quite inappropriate to write clearly about it.
