Both , miles or number of flights with skyteam partners for sure (and probably aeroflot partners + subsidiaries but you need to double check)
That's my opinion but if segments/miles run to get silver is your goal , then SU bonus is not the best option , except for very specific cases
You would need to spend way more than FB silver and benefits would be the same . For instance , just by flying economy , you can reach FB silver with 2 trips and FB gold with 4 trips
