My reference to „ripped off“ was not in the sense of „deliberate“. In my cases it is simply due to quality and/or placement of the tag, not deliberate action by someone. Also agree that container allocation probably occurs due to bar code at most stations (other than unsophisticated smaller ones), can‘t imagine baggage handlers looking for the priority tag on every bag before deciding on the container for flights with the likes of 380s and 777s.
