I've been told in the past that many local city ordinances in Spain prohibit items like towels being hung over balcony rails. The fines can be very harsh (€2000). I wonder if the hotel has a policy of locking the balconies to prevent this?
I lived in Northern Italy for a while in part of a reasonably pretentious village's former main building and once put out some clothes to dry. My neighbours were INCENSED at my callous behaviour and wondered very publicly as to why I wasn't in a ghetto where I obviously belonged.
