OK, so if I understand you correctly, you were disappointed that you couldn't use the balcony; but you didn't want to use it anyway because it was too hot. Right?
I'm not a structural engineer, but looking at your photo, I can see where there might be a reasonable concern about the strength of the balcony given the way it is attached to the building. Could be a dictate from Marriott engineers for that particular balcony and others like it at that property.
