Sadly it seems to me that such action might be needed to break this impasse.
A veto-overriding group of Senators and a majority of the House would quickly come together to pass on their own what needed to pass to get things working again, if airports across the country were shutdown by TSA’s sky-high absentee rate or if huge volumes of passengers and airlines threw a massive tantrum about the travel situation whether due to TSA or some other government-hired workforce. Even Senators want to get home without being stuck in extra-slow security screening lines.

45+% TSA absentee rates should do it.
