Sort of correct here. The * policy states pax on a trip between continents on a partner airline will be given food, hotel, ground transportation vouchers at any point in their journey, even on domestic segments like YYZ>DFW so long as the cause of the delay is something within the airlines control (I.e. not weather related). For VIPs (*Golds and pax in J/F) this policy extends for all causes including weather. Note this policy is in addition to whatever governing law dictates they're entitled to (I.e. EU compensation).

In practice depending on the circumstances * partners may at their discretion provide these benefits for all passengers for weather even on domestic only trips.
