That's different than my experience at YYZ. I've not seen AC post a delayed departure as leaving later than 21:00 no matter how late they knew it would be. You mentioned this happened back in February so maybe they changed their practice on posting delays... or maybe they show something different online versus what they will display on terminal monitors.
You're definitely right about thinking twice about these itineraries that involve transborder connections that bump up toward US-CBP closing time.
