My understanding is that GrabTaxi uses licensed taxis, GrabCar uses private cars. Similar in Bangkok Uber Black uses licensed limousines, Uber X uses private cars. Correct me if I am wrong but I don't think GrabTaxi and Uber Black are illegal under the puzzling Thai laws. Many people, including media and officials, fail to make that distinction.
