This is why I'm curious Philippine Airlines hasn't gotten into one of the SA, ST, or OW.

There must be something other than a safety rating that was updated 3 years ago holding them back.

If it is a matter of soft/hard product then I'm not sure why Philippines Airlines is being singled out and left out since one could make the claim that the partner airlines in any of the big 3 alliances has just as good/bad product as PA.
