I've used Uber in Bali without any problem. There are plenty of cars around the airport and large resort areas. You can take Uber to Ubud but you won't find one in Ubud to go the reverse direction. You'll need international roaming active on your phone to get a signal and place you correctly on the Uber map for pickup and contact with the driver.
