Yes, you can interline luggage between RJ & EK without problem.
Rather than paying for a taxi, you can take the Royal Jordanian bus to their city ticket office on the 7th Circle. It only costs JOD 2.

There are great places to eat in Amman, especially Lebanese fare.
If you don't want to spend time in Amman, shell out a few bucks and see the ruins at Jerresh or the old church at Madaba. For that matter, with 16 hours to spare you have enough time to get to Petra and back if you hire a taxi at AMM.
Taxis in Jordan are regulated, not very expensive, run by the meter, and are honest.
RJ buses only allow passengers from 7th circle city terminal to the airport and not from the airport.For the return journey you'd have to get Sariyah buses that go to Tabarbour station,but they stop on request anywhere enroute including all the circles from 7th to 1st. On 7th circle they stop on the other side of the highway from the RJ office and taxis wait for the passengers at that bus stop. These ones would not agree to go by the meter and quote a minimum fare of 5JD or so (this is in regards to the honesty comment

),but if you get off at say 6th circle you can get a normal taxi on the meter passing by.
The fare nowadays AFAIK is 3 or 3:50JD and RJ buses
from 7th circle let OWE and J cl pax ride for free.
Personally I would suggest Uber,in Amman unlike most other cities all the card are owned by a single company and it's a brand new fleet and it also accepts cash.
Again,I would not be so certain that the baggage interline will 100% be possible,especially in the light of the latest restrictions on OW interline on separate tix. That said I heard a few anecdotes of RJ interlining to EY,but I would not count on that.
