Those snacks are absolutely still served on longer flights outside of the meal windows, just not on the flights ~10pm. My recent flights at 8:15 and 8:50 both include the hummus/cheese choices. Perhaps ~9pm is the unpublished cutoff from Snack to Refreshment.
