Just curious! So all in all, I'm not a fan of waitlisting, based on this experience - I had tried the waitlist thing one other time and it didn't work then either, so I will limit my use of these going forward to the time of booking.
The exact order for RUC/GUC usage isn't published. I don't believe GUCs have priority over RUCs. For medallion upgrades, the time of request is what matters, not the time of booking; but someone might have been on that flight with a RUC waitlisted, and not checked in too early. They won't show up on the list until checked in.
