That's just cheap. These guys are trying to make a living (and usually, support a family). Considering the wealth of their passengers - who are often paying more for one night's hotel than they make in a week - I can't really blame them for trying to squeeze out an extra 100 THB or so.
It suits him well ... the taxi driver should have used the meter just like he agreed to do so when he assumed this job. Bangkok taxis operate on a meter system with fares regulated by Thailand's Department of Land Transport.
