if you get an activation confirmation when you purchase your OV then its activated (CVS activate upon purchase and it shows on the receipt) others like walgreen takes longer time up to 24 hours. it depends where you buy your OV.
I believe we need to wait a while before using it as a debit, it is ready to go as credit once activated at register though. I am curious to know how long the wait time is.
