GDS were built for discrimination (which is now largely illegal and/or contractually forbidden in the airline/GDS contract), so they're built with tools that allow the airline to determine what information (inventory classes, for example) is available all the way down to an agency by agency basis.
And since Congress and the DOT have not done much (anything?) to protect consumers' miles, DL can discriminate as much as it wants with award availability information.
