I have done. I have pointed to specific sections of the VA website that cover both of your complaints. This section of the website is highlighted in the booking confirmations that VA issues to their customers. If you didn't get this, then try taking it up with the third party who sold you the tickets.
The fact that you felt you needed two lengthy telephone calls to discuss luggage in which you made the telephonists look up their policies indicates that both you and VA knew there was an issue with what you were intending to do. Most of us would simply have looked at the carrier's website for information on luggage allowances.
