One of those irritating little things that nearly every hotel gets wrong.
I hate fiddling with buttons on my collars needlessly.
I am betting the laundry people do, too.
For every person who wants them back buttoned, another would want them back UNbuttoned so they would be sure the shirt was actually unbuttoned prior to wash.
