In the Lucky Seafood Grocery on Mira Mesa Blvd at Black Mountain Rd near I-15 Freeway. The best both, that I have had at any Pho shop. Consistently excellent every time.
My Favorite is the Shrimp Pork Black Mushroom filled Dumpling PHO!
Very reasonable prices and many other excellent dishes.

R&R: What you have is dumpling noodle soup, a Chinese(Cantonese) specialty. (水餃湯麵) A Mi Gia 麵家 will not take it likely that their product is call Pho.
All the Chinese and Vietnamese feel insulted.
The noodle in Pho are rice base. The stock is done differently. There is no dumpling in Pho.
