You can certainly change segments more than 7 days prior and at any time prior to 24 hours before flying I think. But there are change fees which may depend on your status. It might also depend on which carrier issues the ticket so you should give the RTW desk a call at the carrier you wish to purchase from.
DL now has a rule that no changes are permitted to award tickets within 72 hours of the scheduled flight time. This should also apply to RTW tickets booked with DL miles. The rule also says that if you try to cancel an award ticket that used DL miles within 72 hours of departure, the miles will not be returned to you. There is extensive discussion of this in the DL forum. The normal change fee for DL award tickets is $150, which is waived for PMs and DMs.
