I understand your potential dismay, but keep in mind that higher-priced cards do not necessarily get all of the perks of lower-priced cards plus additional perks. I have an Amex Plat and would love to get the 3X airfare, 2X gas and groceries the PRG card gets. I don't.
I certainly hope that Citi affords these benefits to Citibank Executive cardholders (I don't hold one so nothing in it for me in making that wish), but I've learned credit card companies can spin some interesting logic in divvying up perks to cardholders of various tiers.
