The CPU system does not run
within the various windows. It only runs at the windows. So if for some reason CPU doesn't run at 120hrs for GS, it won't run again until T-96 for GS and 1K, and so on and so forth.

There isn't a problem
within the window because the system does not work that way. It only runs at the windows.
I guess what I am trying to say is that if there is availability at the windows and CPU doesn't process, then that is a problem. If there is space
within a window, then it is not a problem because the system only runs at windows.
