Not true. The new system is modeled after the CO system and runs in sweeps at 24 hour intervals from flight time. So if you are within your window and see R>0, you may be upgraded the next time the system runs (at the next 24 hr window). This is different than the PMUA upgrade system where if you saw upgrade space in your window and weren't cleared, you could call in and get it cleared. The agents who tell you they can't do anything are correct. Those who bend the rules and force upgrades are allowing people to jump the queue and possibly bypass someone higher in priority than you.
The sCO 1k agent who forced an upgrade was, like me, untrained on how CPUs are supposed to work. Is this system documented on united.com? If not, it is unfair to someone who is higher priority but them's the breaks.
