I can see that in surcharges there is a $25 fuel surcharge; perhaps that is not being refunded

     THERE IS NO FUEL SURCHARGE.
   OTHERWISE - ORIGINATING MALDIVES -
     FUEL SURCHARGE OF USD 25.00 PER FARE COMPONENT WILL
     BE ADDED TO THE APPLICABLE FARE.
The only other potential thing I could think of would be that maybe the office in MLE charges a service fee
