Sorry, this whole process is frustrating me. I don't like trying to do this over email. The phone agents cannot help. The EK Maldives office said I owed the fee per some unspecified document. I have emailed back asking for clarification and haven't received it.

Now if your fare conditions state no charge and EF confirms it then you should reply to the Male office email attaching your fare conditions and asking for your $60 back.
Can you share the fare basis code so we can verify this?
I did email the EK Maldives. Here is their reply:

I don't know what this "document" is. I replied asking for clarification and attached the fare rules that EK sent me which state no cancel fee. The fare code is IOWMV1 and has similar rules as the one
