Also, NYC taxis charge round-trip tolls for trips to EWR, since they aren't allowed to pick up pax at EWR (similarly, EWR taxis charge round-trip tolls for trips to NYC). But a standard Carmel sedan can almost certainly pick up a new fare at EWR for the return trip, so I don't see how they can justify charging round-trip tolls.
