He is, which is the only (official) way to get 2-year L. I was rejected for 2-year F in spite of really slick letter when I applied in Jan. Instead, they gave me 1-year F with 120 days/stay. I have two clients in tow and they got the exact same visa (used same letter) even though this is their first trip to China.
