That's not always true. Sometimes IAD uses the single-entry/exit mobile lounges, normally used to transport pax to the international arrivals building, on the C/D to A or C/D to baggage claim routes. That happened to me on Monday. The way to tell the difference between the mobile lounges is that only the single-entry/exit lounges have seating in the center of the lounge. The dual-entry/exit lounges only have seating along the windows.
