Germantown's a long way from either location, but probably equidistant to the two. Driving into the District or NoVA from the NW Maryland 'burbs could be done via surface streets, but it would probably be faster if you used the following: You'd probably need to come down I-270, get on the Beltway (I-495) heading south, cross into VA, take the George Washington Parkway to the 14th Street Bridge (I-395), into DC, then exit at 8th Street, SE, drive north, and park. To get to Clarendon, you'd exit the GW Parkway at the Spout Run Parkway, turn left onto Lee Hwy, then turn right on Highland, continue south to Wilson Blvd., and look for parking.

Without knowing where in Alexandria you'd be coming from, it's hard to give directions or estimate distances. It's definitely true that anywhere in Alexandria is closer to both venues than Germantown would be. Hope this helps.
