I may be wrong (as I've never connected @ MEX) but I believe MEX is a more complicated transfer vis a vis immigration. SCL and LIM connections are merely getting off the plane, going through a quick metal detector/carry-on scan, and then back to the departures area. YYZ (and I believe MEX) involve immigration formalities.
