It's my understanding that it's spouse or partner only. My sister died recently & while she has points in dif programs, I don't have access to them. Same with social security or retirement bennies/payouts. She put into the system & Uncle Same gets to keep the $$. If I were spouse I'd have access but as sis, no go.
