There is a difference between F not being available due to not being offered or sold out before booking and getting booked and ticketed into F, only to have the aircraft swap at some point after the seat was booked.
If you get an AONEx and an A seat isn't available before you book, you don't get compensation and you end up with a D or L seat.
If an A seat was ticketed, then the equipment changes to have no F cabin, you should get compensation.
